Comprehensive renovation of coal-fired boilers will be carried out. The management list of coal-fired boilers will be updated dynamically. By the end of 2019, all coal-fired boilers with 35 steam tons/hour or less will be eliminated or replaced by clean energy. They will be renovated according to the principle of electricity is suitable for electricity and gas is suitable for gas. Solar energy and biomass energy will be encouraged to be used.
We will promote the clean utilization of coal and the promotion of clean and efficient coal-fired boilers. All coal-fired boilers with steam capacity of 65 tons/hour or more have completed energy-saving and ultra-low emission renovations. Gas-fired boilers have basically completed the transformation of low nitrogen, and biomass boilers in urban built-up areas have been transformed into ultra-low emission boilers. The other coal-fired boilers all meet the special emission limit requirements. Strengthen the technical transformation of cogeneration units, speed up the construction of heating pipe network, fully release and improve the heating capacity, and eliminate coal-fired boilers and loose coal within the scope of pipe network coverage. Where there are many small coal-fired boilers in the areas without central heating conditions for cogeneration, large capacity coal-fired boilers can be built according to the principle of equal capacity substitution. By 2020, all coal-fired boilers and backward coal-fired small heat and power plants with heating radius of 15 kilometers will be shut down and integrated. Strengthen the control of bulk coal and strictly implement the Interim Measures for the Quality Control of Commercial Coal (Decree No. 16 of the National Development and Reform Commission).
